Animals at LargeNo person who is the owner of any animal shall permit it to run at large in the public road, highway, lane or alley, or upon unenclosed land, or permit it to go on any private yard, lot or enclosure without the consent of the owner of the yard, lot or enclosure. Dogs and Cats Running at LargeIt shall be unlawful for any owner or keeper of any dog or cat, licensed or not, to permit any such dog or cat to leave or go beyond the premises upon which the dog or cat is kept, except when accompanied and controlled by the owner or keeper, or by some responsible person acting for or on the behalf of the owner or keeper. The owner or keeper of the dog or cat shall be required to secure the dog or cat by means of a collar or harness with a chain or leash attached and held by the owner, keeper or person acting on his behalf and no dog or cat be permitted upon the premises of another person. Barking DogsNo person shall harbor or keep a dog or cat which by loud or frequent or habitual barking, howling, yelping or meowing causes annoyance or disturbance to other persons living or having the right to be in the vicinity so as to hear the barking, howling, yelping or meowing.
